MINUTES OF ESCRICK PARISH COUNCIL HELD ON MONDAY 10TH MARCH 2008 AT ESCRICK & DEIGHTON SOCIAL CLUB

The chair declared the meeting open
The chair welcomed Police Constable Special Officers Rachel Thompson 
      & Alison Marshall.
They reported that no incidents have been 
      reported in Escrick since they last attended a Parish Council meeting. 
      They have been to the primary school to talk about the new parking 
      restrictions around the newly installed double white lines in Carr Lane. 
      Leaving a vehicle unattended at this junction would incur a £60 fine and 
      three points. A note from the Head has been sent to all parents about 
      this. Mrs Wainwright reported that buses cannot get through as cars are 
      parked further up Carr Lane nearer to the A19. They will continue to 
      monitor the situation. 
The Joint Action Group meeting is tomorrow 
      night at Barlby High School. These are held every three months. They are 
      targeting the vulnerable and old and have produced a pack warning them of 
      the dangers and have some alarms which can be fitted to their doors which 
      will alert the householder if anyone is coming into the property. They 
      will attend any events that the elderly are at and give them a talk about 
      this. 
They asked if we have any streets that we would like No Cold 
      Caller signs. Mr Russell reported that we have distributed their safety 
      booklet to every house in the village. They reported that they are 
      restarting the Neighbourhood Watch scheme and took Mr Russell's contact 
      details as our representative.
PCSO Rachel Thompson reported that they 
      are setting up Business Watch which is on the same lines as Neighbourhood 
      Watch. Mr Forbes Adam requested more information about this scheme. The 
      chair thanked them for attending.
The meeting was declared closed.

MATTERS ARISING:
ESCRICK PLAYING FIELD
Mrs Mannix 
      reported that the date for the 10K run has changed to 31st August . The 
      route starts and ends at the village green and runs through the estate and 
      not on any public roads. The website is live and an application form can 
      be downloaded. New Balance and Sweatshop have pledged support and 
      Yorkshire Water have been approached. This run will be their main fund 
      raiser. The numbers are limited to 250. 
The work in the Paddock 
      discussed at the last meeting is still outstanding due to the poor 
      weather. The path has been cleared by Mrs Mannix. The mole company has 
      changed and is now based in Harrogate, but it is the same person doing the 
      job. 
THE HEDGES OUTSIDE THE OLD POLICE HOUSES IN CARR LANE
Mrs 
      Coulson has received confirmation from North Yorkshire County Council that 
      the hedges belong to the house owners. Mr Reynolds will produce the 
      documentation from the sellers of these Police houses in contradiction to 
      this.

WEEDS ON THE PAVEMENTS AND ROADS 
Mrs Mannix had contacted 
      Onyx and Selby District Council. Mr Bill Reader wrote to Selby District 
      Council about street cleaning and some improvements have been noted.
REQUEST FOR PAVEMENT ON SKIPWITH ROAD
Letter received from 
      NYCC informing the work is due to start and work has begun on this 
      footpath. 
DUCK WARNING SIGNS FOR CARR LANE
No progress; clerk to chase 
      when she next contacts Mr Watson, Mrs Casling will chase Brian Watson for 
      these.

PROPOSAL FOR A BY-PASS AT ESCRICK
Mr Forbes Adam reported 
      that there are no further developments and he would like to produce a 
      leaflet to be attached to the questionnaire outlining the plans. The chair 
      to place another article in the magazine informing residents.

VICTORIA JUBILEE FOUNTAIN
Mr Bill Reader has received a quote 
      of £1,192.00 from Lewis Tree Surgery for pruning, site preparation, laying 
      foundations and the erection of posts with a chain fence around this area. 
      It was agreed to have this work done subject to official permission being 
      approved. It was agreed that the posts and fence are to be white. Mr 
      Reynolds will seek permission from the owner of the property for the trees 
      to be cut back. The clerk to write to Mike Harrison about the trimming of 
      these trees and to liaise with Mr Bill Reader to arrange a site 
      inspection.

A quote from Peter Maris who is a stonecarver and sculptor for 
      £5,431.50 to renovate the fountain. This was unanimously rejected as too 
      expensive. Mr Bill Reader to try to source someone who can clean the 
      fountain using a power wash.

MRS LIZ CASLING'S REPORT
City of York are doing a 
      consultation on the layout of the A19 through Fulford with the development 
      of Germany Beck. Possible proposals include traffic lights at the junction 
      of the A19 and the A64 and a bus corridor along Fulford Road. Mrs Casling 
      strongly advised that all parish councils in the area write with their 
      comments; the Chair agreed to do this and asked Mrs Casling for a copy of 
      Riccall Parish Council's views to ensure a consistent approach.

North Yorkshire County Council are reviewing the gritting routes. The 
      Chair will ask them to prioritise the Skipwith Road as this can be very 
      dangerous in icy weather.

Eco town proposals are likely to be rejected by both councils as the plans are not fully environmentally friendly.

A letter from Mrs May Price of Carr Lane about 
      the sewage problems on her property. It was agreed that this is a health 
      concern and the chair to write to Yorkshire Water with copies to 
      environmental health and to MP John Grogan.

An article to be put in the magazine with a helpline phone number for 
      residents to contact every time there is a flood.

Mrs Wainwright to provide photographic evidence of the overflowing 
      drains in Carr Lane.

North Yorkshire County Council will be resurfacing the duals along A19 
      on 25th and 29th March during 7pm - 7am. The clerk to put the letter on 
      the notice board.

Mr Reynolds has spotted youngsters in the playing field after dusk.
Mr Bill Reader said there is litter along Skipwith Road . The clerk to 
      request this to be cleared.

Mr Russell has made an application from Breathing Spaces and the pond has been cleared. A new flag is being purchased. The village green would like a water supply. No decision could be reached until quotes are received.
Mrs Coulson asked about progress of the A19 improvement scheme and the 
      Chair will ask Mrs Casling for an update.

The clerk has received a request from the electricity board to give full details of all street lighting. The chair is currently trying to clarify this with them.
The trees are still overhanging on Dower and Skipwith Road. The clerk 
      to chase.
